W elcome to a new volume of Police Quarterly. I think you'll agree that the
       articles in this first issue of 2009 represent an eclectic mix of unique contri-
butions to the literature. Most are articles that I selected for publication, but some are
carryovers  from my  predecessor.  The June  2009  issue will contain solely articles
accepted  under my  editorship.
   The  intent of this brief editorial is to outline new editorial policies, discuss the
submission  process,  and  share with you  some  journal  statistics. First, though, I
would  like to thank Dennis  Kenney  for all his hard work-and   for recommending
me  as Editor. His are big shoes to fill, so I will work tirelessly to ensure that Police
Quarterly  remains the ranking outlet for policing scholarship.


                            New   Editorial Policies

   To  maintain the journal's stature (and hopefully  improve  on it), I have imple-
mented  three editorial policies. Authors who have  received desk rejections since I
took over as Editor in January 2008  are already familiar with them:

    1. Scholarship must be original and should invoke the scientific method. Except in
       rare circumstances, descriptive research, argumentative essays, and papers that do
       not formulate and explicitly test one or more empirical research questions will not
       be sent out for review.
   2.  The Editor will not seek external reviews of papers that have a low chance of
       acceptance. If the Editor is not entirely sure the paper has a low chance of being
       accepted, the editorial board will be consulted. If this occurs and the board agrees
       the chances of acceptance are slim, a maximum of one review will be provided.
    3. Papers must have clear policy relevance. A significant portion of Police Quarterly's
       readership consists of law enforcement executives, so the research must be of inter-
       est to practitioners working in the field. The Editor will not seek review of papers
       that fail to meet this requirement.

   The  first of these new policies reflects my view that Police Quarterly is a scientific
journal, so only the best and sound research fitting that mold should find a home in it.
I have given myself  some  wiggle room  with the except in rare circumstances lan-
guage, but authors should nevertheless strive to ensure that they submit falsifiable work.
   The  second requirement  stems from the sad reality that reviewers are overworked
and  underappreciated. I value my  reviewers' time  and effort, so only those papers
