JUDICIAL   DECISIONS Under the doctrine   of collateral estoppel, a federal trial court rules that the Steel Hill
development company  may  not relitigate its challenges to the Sanborntorn, N.H. zoning ordinance. Steel Hill
Development, Inc. v. Town of Sanbornton, 27 ZD 1.
Ordinance adopted in Black Jack, Missouri to prevent construction of multifamily housing violated the 1968 Civil
Rights Act. United States v. City of Black Jack, 27 ZD 2.
City of New York's decisions to terminate development of low- and moderate-income housing project found not to
have been motivated by racial prejudice. Citizens Committee for Faraday Wood v. Lindsay, 27 ZD 3.

NEW   LEGISLATION Two acts in   California provide for assessment of property subject to a scenic easement at its
open space use value and allow cities and counties to accept open space easements, 27 ZD 41 & 43. A division of state
planning and research is created within the executive department in the state of Kansas. 27 ZD 50. Comprehensive
legislation in Louisiana enables municipalities to establish historic preservation districts and landmark commissions.
27 ZD  52. Agricultural lands are to be assessed on the basis of their agricultural productivity value under new
Montana  statute. 27 ZD 56.
