The Annual Meeting was a sea of ac-
tivity for Division members. On Friday,
August 5th the Special Committee on Law
and Literacy, in cooperation with the Gov-
ernment and Public Sector Lawyers
Division held the program Law and
Literacy: A Special Program for Young
Lawyers. Among other presentations,
Hon. Lynn Tepper, Circuit Court Judge,
Pasco County, Florida, spoke movingly
about her involvement with Probationers
Educational Growth, Inc., a program
designed to help illiterate probationers
learn to read. Attendees also heard advise
on how lawyers can get involved with the
literacy movement in their communities.
On Friday, August 5th, the Division
held a reception for government and public
sector lawyers to announce the 1994
Hodson and Nelson Award recipients.
The Division's program Voluntary
Legal Services and the Government and
Public Sector Attorney was held on
Saturday, August 6. There was active
participation by attendees who were
interested in developing pro bono pro-
grams in their respective offices. After
the program, attendees commented that
it was extremely helpful to hear from
people who had confronted and resolved
the common problems which arise and
that they could learn much from the
speakers' experience.
On Sunday, August 7, the Division
Council Meeting and election was held.
Topics discussed by Council ranged from
the creation of the Division Task Force
on the Establishment of a Military Law
Conference to an update on the joint dues
program. The vote resulted in the election
of the following officers for the 1994-
1995 term:
Chair:
E. E. Anderson: General Anderson,
United States Marine Corp (ret.) earned
both a B.S. degree with academic and
military honors and an M.A. degree from
West Virginia University. He earned his
J.D. with highest honors from George

Washington University Law School. He
also attended the Army War College, the
Foreign Service Institute (State Depart-
ment), and the Command and Staff
College. General Anderson served in
various command, staff and instructor
billets for the U.S. Marine Corps. He
participated In combat operations in World
War II, Korea and Vietnam. At the time
of his appointment he became the young-
est four-star general in Marine Corps
history and he was the first Marine aviator
to achieve that rank. He is presently an
attorney and private consultant in Wash-
Ington D.C.
Chair-Elect:
Charles H. Dorsey, Jr.: Mr. Dorsey
is the Executive Director of the Maryland
Legal Aid Bureau, Inc. He earned his
undergraduate degree from Loyola Col-
lege and his J.D. from the University of
Maryland School of Law. Mr. Dorsey has
been very active in a variety of ABA
entities dealing with professional respon-
sibility, judicial appointments and the
delivery of legal services. He is the Chair
of the Maryland Board of Law Examiners.
He also serves as the Chair of the ABA's
Special Committee on Law and Literacy.
Vice-Chair:
John R. Tunheim: Mr. Tunheim
serves as the Chief Deputy Attorney
General of Minnesota. He received his
B.A. from Concordla College summa
cum laude and graduated cum laude
from University of Minnesota Law School.
In 1993, he was appointed by President
Clinton to serve as Chair of the Assas-
sination Record Review Board convened
to review government records related to
the assassination of President Kennedy.
Secretary:
Daniel L. Skoler: Mr. Skoler is the
Associate Commissioner for Hearings and
Appeals for the Social Security Admin-

THE MEMBERS

Chair 1994-95
Thanks to the hard work of our members
and staff, your Government and Public
Sector Lawyers Division Is now a per-
manent entity within the American Bar
Association. We had to earn that perma-
nency status. The requirement was that
we had to increase by ten percent the
total number of government lawyer sec-
tion memberships from 1990 to 1994.
We almost doubled that requirement. So,
we owe ourselves a well done. And we
also owe ourselves a well done for our
Division's membership growth. As of
September, our total membership reached
4,667 (including 784 law students and
34 associates).
But we ought not forget that perma-
nence without continuing growth in
membership-and without growing ser-
vice for that membership-doesn't mean
much. Membership growth remains job
one for our Division and I hope all
members will do what they can to help
us recruit. I'll be reporting to you through-
out the year on our membership devel-
opment progress.
