THE   CHAIRMAN'S COLUMN
To  the members  of the Section of Judicial Administra-
tion:
  Since your last issue of the Bulletin, the Section, through
its Committees and Administrative Office, has carried on
an  extensive program. Many  of these though  reported
elsewhere in this issue are certainly worthy of additional
summary  mention here.
  A  panel of judges and lawyers of the Section presented
a discussion of modern procedures to an overflow audience
at the Birmingham   Regional Meeting of  the American
Bar Association in November.  Emphasizing  judicial re-
sponsibility for the effectiveness of modern procedures and
rules of evidence, the panelists took on the task of ad-
vocating a substantial portion of the Section's program.

    veloping state judicial seminars.  .     't
    State Chairman for Texas, acting for the National Con-
    ference of State Trial Judges, sponsored the first regional
    seminar in Austin in December. Chief Justice Finley, the
    Chairman of  the State Committee for Washington,  has
    participated in the preliminary planning for a seminar for
    the Pacific Northwest. Through Ernie Friesen, our Ad-
    ministrative Assistant who is acting as the Staff Director
    of the Joint Committee for the Effective Administration of
    Justice, the Section is actively engaged in the production
    end of judicial seminars throughout the United States.
      A new  appraisal of judicial administration on a state-
    by-state basis has been undertaken by the State Commit-

JUSTICE CLARK SPEAKS
AT   SOUTHWEST SEMINAR
  The following is an extract of the remarks of Mr. justice Tom
C. Clark at the Southwest Seminar of Trial Judges in Asin,
Texas on November 29, 1961.
  The  two great arts of the judicial function are first to
determine the rule of law, and then  to apply the rule
determined. We   have made  great progress in agreeing
on definitions of right, but we have failed miserably in
fashioning methods of remedy. That both arts are essen-
tial to a system of justice is axiomatic-indeed, excellence
must be acquired in each. However, no component of our
legal system is of such vital consequence as the machin-
cry, i. e., the rules and techniques for conducting the

PHARR TAKES OFFICE AS NATIONAL
CONFERENCE CHAIRMAN
  Ralph  H. Pharr, judge of the Superior Court, Atlanta,
Georgia took office as Chairman of the National Conference
of State Trial Judges on October 1, 1961. At the time
he took office he had his Committees all selected and was
ready to commence a vigorous year of activity.
  Judge Pharr has been active in the work of the Section
of Judicial Administration for many years. In addition to
                           his work with  the National
                           Conference  he   has  twice
                           served as the Chairman of the
              J!           Pretrial Committee  of  the
                           Section. A  strong advocate
                           and one of the masters of pre-
                           trial, Judge Pharr applied his
                           abilities to the task of spread-
                           ing the gospel by urging the
                           State Committees to put on
                           pretrial programs at state bar
            hH. Pharr      meetings.
      Ralph HHaving served on the trial
bench  in Atlanta since 1948, Judge Pharr was selected to
assist in the founding of the National Conference of State
Trial judges, a job which he took on with a vigor that has
contributed much to its current success.
   The present National  Conference Chairman   was ad-
mitted to practice in Georgia in 1923, the year he graduated
from  Emory  University Law School with highest honors.
He  practiced in Atlanta until 1948 when he went on the
bench. He  has been active in many bar and  community
affairs and among  other activities is a member of the
American  Law  Institute, the American Judicature Society,
