THE CHAIRMAN'S COLUMN
  The  ABA   year which  will come to an end  with the
Annual  Meeting in St. Louis next August has been a busy
one for the Section of Judicial Administration.
  It is a primary function of the Section to be of serv-
ice to all concerned in furthering improvements in the
administration of justice. At the beginning of the year
it was a matter of first importance to find a new  Ad-
ministrative Assistant and Director of State Activities to
replace F. B. MacKinnon   who  resigned last August be-
cause of illness. We believe that the Section is particular-
ly fortunate in the selection of Ernest C. Friesen, Jr. to
fill that most important position. Thanks to the good of-
fices of Judge Joe Ewing  Estes, the First Vice-Chairman
of the Section, Mr. Friesen was persuaded to relinquish
his place on the faculty of the School of Law of the Uni-
versity of Cincinnati and take charge of the Chicago of-
fice of the Section. We are indebted to Dean Roscoe 3ar-
row  for releasing Mr. Friesen on something less than a
month's  notice so that he could start his work for the
Section on February 1. A biographical sketch of Mr. Frie-
sen appears elsewhere in this issue of The Bulletin. He
has already evidenced his talent and ability to discharge
the responsibilities of his new undertaking.
  The  Section has been equally fortunate in inducing Wil-
liam B. West,  III, of Fort Worth, Texas, to become the
Editor of The Bulletin of the Section. Mr. West is United
States Attorney for the Northern  District of his State.
Here  again, the Section is indebted to Judge  Estes, a
Judge  of the United States District Court for that Dis-
trict. Working closely with Mr. Friesen, the new editor
of The  Bulletin is planning four issues of The Bulletin
each year to bring you news of the Section.
  The  next issue of The Bulletin will bring you in full
the program  for the annual  meeting of the  Section in
St. Louis. Beginning with the two-day program of the Na-
tional Conference of State Trial Judges on August 5 and
6, the program  includes panel discussions of the impor-
tance of  judicial councils and judicial conferences and
some  new  angles in court administration. Another panel
of experts will offer a comparison of pretrial procedures
in courts-martial and in the civil courts. The participants
include Chief Justice Walter V. Schaefer of Illinois and
Chief Justice Laurance M. Hyde  of Missouri, and Major
General  Charles L. Decker, the Judge Advocate General
of the Army. Mr. Henry R. Luce, Editor in Chief of Time,
Life and  Fortune, will be  the speaker at the  Annual
Dinner  in honor of the Judiciary. If you have not already
made  your plans to be in St. Louis for the Annual Meet-
ing of the Section, it's not too late to do so now.

               ERNEST   C. FRIESEN, JR.
    Administrative Assistant and Director of State Activities

      FRIESEN NAMED ADMINISTRATIVE
                    ASSISTANT
  On  February 1 Ernest C. Friesen, Jr., assumed the post
of Administrative Assistant and Director of State Activi-
ties of the Section. Friesen, who is 32 years of age, re-
places F. B. MacKinnon,  who  resigned in August  1960
because of illness. The post has been vacant since that
time.
  Prior to assuming his new duties with the Section, Frie-
sen was an  Assistant Professor of Law at the University
of Cincinnati, where he taught courses in contracts, civil
procedure, employees rights, code pleading, federal prac-
tice and procedure, mortgages, tax litigation, and legal
aspects of industrial medicine. In 1960 he was awarded
a Ford Foundation  Fellowship in Public Affairs to study
the pre-trial conference, its procedures, techniques and
effects. He was admitted  to practice in New  York  in
1955  and is a member of the American  and Federal Bar
Associations. After graduation from Columbia Law School,
where  he was a  Harlan Fiske Stone scholar and a class
officer, Friesen became associated with a New York City
law firm. From  1956  to 1958 he  was employed  in the
Department  of Justice as a Trial Attorney with the Tax
Division. In this capacity he represented the United States
