            GENERAL EDITOR'S FOREWORD


Welcome  to the first issue of Volume 14. It is a great privilege to be able to write
this. As a New Zealander I wholeheartedly support thejournal's mandate and it
is an honour to be able to steer this ship for a brief period.
   I should firstly like to thank my team of Editors and Associate Editors both for
this year and for the past year, most especially Poorna Mysoor, Rowan Minson,
and David Heaton, together with my predecessor, Andrew McLeod.
   The publication of any issue of the journal is the work of many unseen hands
and it has been a wonderful experience working with so many talented young
legal scholars, who take time out of their very busy schedules to work for the
journal.
   As we are nearing our fifteenth year, I think we should remember the work of
our founders and thank them. On behalf of the current Editorial Committee we
thank those students who worked so hard at the very beginning to create the
journal together with Professor David Vaver. We are all very grateful to have the
opportunity to contribute to the advancement of knowledge of Commonwealth
law and we hope that the journal will continue to be a platform for academic
debate for many years to come.
   None of our work would be possible either without the many anonymous
referees who so graciously give up their time to assist us in our work. Thank you.
   We also thank the many authors who contribute to the journal. It has been a
rare treat to be able to work with you.
   I also wish to thank Laura Hoyano, our current faculty adviser for her guidance,
and Barbara Darling and Hart Publishing for their support.
   We are also extremely grateful to our Dean, Timothy Endicott, and Sandra
Meredith for their support and advice, together withjames Goudkamp, Alison
Young, Liz Fisher, Eirik Bjorge, Graeme Dinwoodie, Mindy Chen-Wishart and
the rest of the Oxford Law Faculty. Thank you also to thejournal's patrons.
   On a personal note there are so many people to mention that I could not name
them  all.
   I dedicate this issue to an exceptional person, the late Associate Professor Nin
Tomas, who  passed away earlier this year. You are greatly missed.
