handle is hein.journals/newyugl9 and id is 1 raw text is: THE NEW YUGOSLAV L AW Number 1 January-March 1958 YEAR IX EDITORIAL NOTE In the period since the appearance of the last issue of ,,The New Yu- goslav Law a considerable political and legal activity has been recorded in Yugoslavia. Regular elections were carried out for the Federal People's As- sembly and the People's Assemblies of the People's Republics forming the Yugoslav Federation. A series of laws were passed bearing on different domains of the economic, political and state life of the country. Some of these laws have a principled character too, indicating more clearly or sure- ly the substance and the conditions for the further development of the social and legal organization of the country. For the issue we have chosen, first of all, a brief review of the elec- tion system which has governed the election of the highest representative bodies of the country in March, 1958. Indeed the existing election system which was inaugurated by the Law of the Rights and Duties, the Election and Recall of Federal People's Deputies from 1953 was not essentially changed. But there are certain innovations in the system according to which the election of the representative bodies was carried out, and these inno- vations may be of interest for all those studying the problems of the po- litical development of Yugoslavia or making a parallel study of the election systems in the world. In our next issue it is proposed to analyse the election results through the method of ,,electoral sociology. Hence it has appeared necessary to provide an opportunity here for an acquaintanceship with the election system as a presumption for following the sociological-political analysis of the election results. Foreign specialists and jurists are always interested for the laws re- lating to the public function or the status of employees being public of- ficials. The new Yugoslav Law of Public Servants, beside the characteristics of all the better known laws relating to the public service, includes a series of specific features as well. The Yugoslav official differs from the British ,,civil servant because lie has not been conceived of as a part of a pro- fessional personnel called upon impartially to serve the ruling policy. Nor is the Yugoslav official a hierarchized, career-system official of the French type. Likewise he is not some kind of a ,,private employee or pro tem pro- tagonist of a certain statutory or contractual ,,public investiture either.
