handle is hein.journals/newyugl8 and id is 1 raw text is: NW YIJIIIV A NUMBER 1 JANUARY-MARCH YEAR VIII EDITORIAL NOTE The present issue of THE NEW YUGOSLAV LAW brings two theoretical contributions of wider significance. Both relate to the essence and further development of the social-political and legal system of Yugo- slavia. The basic principles and institutions of the socialist democratic state were fixed by the Constitutional Law of January 13, 1953 (Article 1). The subsequent social political and constitutional development had served to supplement, implement and concretize those principles and put the political and legal institutions to the test. In a way this phase has stood for the building and consolidation of the social and political foundations of the system of government and generally of the political structure of Yugoslavia. Given that this process had proceeded accompanied by a simultaneous elimination of the elements and phenomena of administrative and bureaucratic centralism, on one hand, and that it had embraced establishment of different forms of direct democracy (workers' self-govern- ment, the social government of the communes and other formhs), on the other, it was inescapably realized FROM THE BOTTOM UP, in the foundations of the social and political organization. It is self-understood that the Yugoslav state and social organization is not without the forces and levers of unification and unity today either, and that there have been no serious cases or dangers of atomization of the national integer, the wide mechanism of decentralized government and local and functional self- government notwithstanding. The today's stage of the political and legal development is orientated towards a quest for better and more adequate principles and institutions for the realization of the very substance and mechanism of socialist organization and towards the further supplementing and perfecting of those institutions that will secure unity and wholeness still more, with due respect for the self-governing and independent political and social cells.
