PREFACE
The present number of New Yugoslav Law is also given to the
new Constitution. The last number contained the Preliminary Draft
of the Constitution of Yugoslavia and some theoretical and specialized
articles to explain it. It will be remembered from that number that the
Preliminary Draft of the Constitution of Yugoslavia had been placed
on public discussion, which lasted until the end of 1962. On the basis
of much materials ensuing from the discussion (over six thousand
proposals) and additional work of the Commission for Constitutional
Affairs, a draft of the constitution was prepared. Almost every scientif
and specialized body, especialy the faculties of law and political sciences,
various associations of jurists, economists, sociologists and political
scholars took part in its final preparation.
The Commission for Constitutional Affairs sent the draft of
the constitution to the National Assembly towards the end of March
ig63. The commission accompanied the draft with a special explanatory
memorandum, which expounded the most important proposals received
in the course of the several months' public discussion. The explanatory
memorandum also contains a formulation and explanation of all the
more important amendments made in the draft. Accordingly, the expla-
natory memorandum reveals all the major differences between the
Preliminary Dra]pt and the Draft, that is to say the present text of the
Constitution, for between the Draft and the text of the Constitution
which was voted there are changes neither in content nor in form.
The last of number of New Yugoslav Law contained the basic
Explanatory Memorandum of the Preliminary Draft of the Constitution,
while the present number contains the Explanatory Memorandum of
the Draft. This memorandum is a supplementary part of the first me-
morandum. It should serve, we hope, as authorized documentation in
the studying of the new Constitution of Yugoslavia, especially to indi-
cate the changes that the Constitution contains as distinct from the
