EDITORIAL NOTE
This issue of our journal includes, in addition to current docu-
mentary material on   legal publications, also the reviews of two
problems which may be of interest to jurists, political scientists and
other experts outside Yugoslavia.
The first gives a general analysis of social, political and legal
changes that took place in 1961. As our readers know, The New
Yugoslav Law iz endeavouring to publish annually this material which
is necessary for all who follow such problems or who prepare synthetic
studies of Yugoslav problems. As in the previous years, this re-
view of the social and political system in 1961 has been taken from
the Report of the Federal Executive Council. Every year, the Yugoslav
Government submits to the Federal Assembly a report on its work
and on the work of the administration. This report usually begins
with a review of the general problems which is given under the per-
manent heading: Social and Political System.
The second problem concerns a large scale political amnesty
which was decreed in Yugoslavia some months ago. Promulgating this
Law on Amnesty, the Yugoslav Assembly not only solved the question
of freeing from or decreasing the punishment of persons who had been
sentenced for criminal offences but also eradicated a problem which
dates back to the war and the revolution. The new amnesty frees all
those who have been sentenced in the country for political offences
and also tens of thousands of persons who were members of various
political organizations and groups that fought against the Liberation
Movement in the courses of the war and who later emigrated. Accord-
ingly, this amnesty is simultaneously political and humane in character.
