EDITORIAL NOTE
In the present issue of ,The New Yugoslav Law, being the first
double number for 1959, an effort is made to represent the more important
political activities and legal acts from the end of last and the beginning
of this year.
For the benefit of those of our readers who follow the social, political
and legal development of Yugoslavia we publish, like last year, a review and
evaluation of this development during the past year. This review and
evaluation form the introductory part of the regular annual report which
the Federal Executive Council submits to the Federal People's Assembly.
In its efforts to perfect its organization and working methods, the
Federal Executive Council has already effected certain changes in its
organization. At the same time, certain changes were also carried out in
the structure of the Federal Administration during the past period. Also
this new status is covered in this issue.
Last year certain changes were effected in the ownership relations
involving dwelling houses and building land in the towns. These changes
have a principled character also for the regulation of an important question
of the social relations and human rights in a country which is building a
socialist society. In view of this, the present issue also carries a technical-
legal appraisal of the new Law of Nationalization of Tenement-houses and
Building Land and the relevant provisions of the Law.
Almost from the beginning of the Second World War until today
instruction in jurisprudence in Yugoslavia has been the subject of a series
of reforms with a dual purpose. First, to adjust legal teaching to its function
of producing highly-qualified specialists for various public and other services
and activities. And second, there is a tendency to bring this teaching up
to date and modernize it both in its conception, its content and its methods.
At the end of last year a reform was carried out aimed at a gradual realization
of these objects. In accordance with this, the Faculty of Law in Beograd
has split its syllabus into two parts, viz. a general syllabus which is common
for all students and a special syllabus for which the students determine
themselves during the third and fourth year of study. The general syllabus
