handle is hein.journals/marylf10 and id is 1 raw text is: EDITOR'S NOTE On behalf of the staff, I am pleased to present the Maryland Law Forum's Spring, 1987 issue. We begin by featuring a symposium on rights of the handicapped, comprised of three articles written by graduates of the University of Maryland School of Law. Kathleen Birrane first ad- dresses the legal dilemmas a disabled person must face when adopting or raising children. Su- zanne Farace follows by exploring the manner in which Public Law 94-146 regulates the role of parent surrogates responsible for the education of handicapped children. Rosamund Mandell rounds out the symposium by examining the legal significance of actions taken by public edu- cators regarding children with AIDS. Our Forum Interview focuses on Maryland's Attorney General's office by first interviewing the man who shaped that office for 12 years, the late Francis B. Burch. This frank discussion is followed by equally revealing interviews with former and current Attorneys General Stephen H. Sachs and J. Joseph Curran, Jr. Each man speaks on a wide variety of topics, ranging from the current composition of the Supreme Court to memorable events in their own legal careers. In addition, we have included a timely article on the public's right of access to information concerning hazardous chemicals in the workplace and in the community. Finally, the General Perspectives segment concludes by looking at potential tort liability of those who transmit sex- ual diseases to their partners. In short, the Spring issue is diversified, addressing the immediate concerns of not only the legal profession, but of the community as a whole. This is in keeping with the Law Forum tra- dition of combining traditional legal writing with a hopefully broad vision of what affects and interests society.
