FACING THE MUSIC: MODERN POLICE DISCIPLINE AND
PRIMITIVE POLICE DISCIPLINE 1829 - 1879 (H).

2    Primitive Police Discipline 1829 - 1879
Before we examine the clues to primitive police
discipline in England and Wales, it is helpful to mention four
preliminary points.  First, the world of modern police
discipline is very different from the scenario of Victorian
police discipline. The early law, for example, knew nothing
of a Discipline Code and the modern corpus of standard
offences against police discipline. Similarly, there was no
sophisticated statutory police disciplinary procedure before
1880, and the early constabularies had no formal appeals
procedure or anything similar to the modern complaints
procedure.
Secondly, there  are  many   archaic  elements in
primitive police discipline which would startle the modern
constable. Four examples will suffice. The Leicestershire
Police Contract 1854 states that a constable is not to
marry without first obtaining the permission of the Chief
Constable, and the violation of this disciplinary rule
involved instant dismissal. (81) The original Cumberland
Police Contract 1857 insists that no recruit shall apply for
any other appointment or situation (non-police employment)
without the permission and sanction of Mr. J. Dunne, the
Chief Constable; and the modern constable knows nothing of
the constable's duty in the original Metropolitan Police
Contract 1829, to furnish himself with new (non-police)
