CHAIRMAN'S COLUMN

1972-73 A Year of Challenge
The Young Lawyers Section
is on the move! This year we are
motivated to project the Section
even further in its struggle to
provide meaningful service in the
public interest. Over the past ten
years the Section has matured
from a body of little substance
to an organization which truly
has put the energies and knowl-
edge of the Young Lawyer to
work with tangible results.
As evidence of this, we move
forward this year with thirty-one
committees; two of which are
completely new, and some of
which have or will have new
assignments. Although our bud-
get is still insufficent to fund
adequately all of our innovative
ideas, our committees will be
sustained by the largest budget in
the history of the Section. Thus,
the great success demonstrated in
our National Drug Abuse Educa-
tion Program; the High School
Law Programs; the POW/MIA
Family Relief legislative effort;
the National Volunteer Parole
Aide Program and The Prison
Law Reporter, to name a few,
has been recognized now by our

Board of Governors. Regardless
of our progress, our work is not
yet done and great care must be
taken to insure that we do not
rest on the success of these wide-
ly acclaimed programs.
This year we have formed a
Task Force for Disaster Emergen-
cy Relief. The project will in-
volve a joint effort of the Section
and the U.S. Office of Emergen-
cy Preparedness (OEP), establish-
ing a nationwide network of law-
yers ready to respond immediate-
ly with legal assistance to those
affected in the event of National
Disaster. We hope to have the pro-
gram in full swing before the close
of 1973. Our Election Law and
Youth Voting Rights and Respon-
sibilities Committee has expanded
its involvement this year. It will
assist a nonpartisan, nonprofit,
youth voter registration organiza-
tion by providing Young Lawyers
on the local level, willing to
advise young people who encoun-
ter legal problems in the registra-
tion process.
What is our corollary goal
this year? None of our ongoing
or new efforts can maintain or
achieve any degree of success
without improved communica-
tions among, and increased in-
volvement by, our members. As
you will observe from this issue
of Law Notes, we have broad-
ened our communications by ex-
panding the cover sheets. These
cover sheets have been designed
to serve as a newsletter in order
to provide our membership with

a view of what our committees
are doing and to promote an
exchange of ideas among the
committees and our members. I
have long felt that our Section
(now numbering approximately
58,000 Young Lawyers) requires
more than quarterly communica-
tion with its members; thus, we
hope to spin off the expanded
cover sheets into a separate news-
letter which will be mailed to our
members between the quarterly
issues of Law Notes.
This year I have appointed a
committee to study the commu-
nication problems existent be-
tween the Section and its local
affiliated  organizations. This
committee is also charged with
the responsibility of involving
and engaging our affiliates and
their members in projects spon-
sored by the Section.
Increasing communications
among and involvement by our
members in the work of the
Section is a momentous task, due
to our vast numbers and the
diverse spread of our members.
Hopefully, increasing communi-
cations will have the effect of
involving people. This year we
will also embark upon an Associ-
ation sponsored, Young Lawyer
membership campaign. The ob-
ject of this campaign is to have
each active member produce a
potentially active new member
of the Section. We expect the
end result to produce more ac-
tive rather than passive members.
