ABUSE EDUCATION PROGRAM

YOUNG LAWYERS SECTION
NATIONAL OFFICERS
The 37th Annual Meeting of the Young Lawyers Section
held last July in New York City resulted in the election of
Robert P. Murray of Lakeland, Florida, as National Chairman
of the Section. Mr. Murray, who served as Vice-Chairman
during the past year, received his legal education from the
University of Florida Law School and is a partner in the
Lakeland law firm of Holland and Knight.
Harry L. Hathaway of Los Angeles, California, was elected
Vice-Chairman and Chairman-Elect of the Section. Mr.
Hathaway is a graduate of the University of Southern
California Law School and Is a partner in the Los Angeles law
firm of Hill, Farrer and Burrill. During the past year he served
as Secretary of the Section.
Moving up to the position of National Secretary is Daniel T.
Rabbitt of St. Louis, Missouri. Mr. Rabbitt is a graduate of St.
Louis University School of Law and is associated with the St.
Louis law firm of Moser, Marsalek, Carpenter, Cleary, Jaeckel,
Keaney and Brown.
All three new officers have wide experiences in various
capacities with the American Bar Association as well as
extensive backgrounds in state and local bar activities. Each
man is well prepared for the position of responsibility that he
has to undertake in the Section.
Also at the Annual Meeting, Mr. Joseph W. Mullen, Jr., of
New York City, retiring National Chairman, and Allen E.
Brennecke of Marshalltown, Iowa, were elected as Section
Delegates to the American Bar Association House of Delegates.
Mr. Mullen and Mr. Brennecke join incumbent Thomas D.
Cochran of Independence, Missouri, in representing the Young
Lawyers Section in the House of Delegates.

In December of 1970, the Young Lawyers Section learned
that the Office of Law Enforcement Assistance Administration
of the Department of Justice had approved the Section's grant
application for funding its drug abuse education program.
Since that time, more than 160,000 students, primarily at
the junior high school level, have been exposed to the
Section's program.
However, the work of the Program is only beginning.
According to David E. Ward, Jr., of Tampa, Florida and T.
Drew Cauthorn of San Antonio, Texas, Project Chairman and
Vice-Chairman respectively, the Section would like to establish
the program in every school district throughout the country
where there is a need for a drug education program. The
program format itself is basic in both concept and execution.
It is also one of the reasons why it has been widely accepted
and incorporated into school systems across the country.
Essentially, it consists of a young lawyer and a medical doctor
explaining the legal and medlcy' aspects of the use and abuse
of drugs. The primary emphasis is to furnish students with the
facts and to let the students decide for themselves. There is no
preaching or moralizing by the speakers nor is there any
extensive commentary on whether the existing laws are good
or bad. In essence, the lawyers explain what the laws presently
are and the doctors what the present known medical facts are.
Any decision made is made by the students.
Although more than 1000 YLS members responded to the
April, 1970 appeal for lawyer volunteers, additional YLS
members are needed in order to make 1971-72 a successful
Project year. Listed below are the Chairman and Co-Chairmen
of the Project for each of the fifty states and the District of
Columbia. YLS members who want to make a valid, meaning-
ful contribution in this effort against one of society's most
pressing problems are urged to contact their state Chairman at
their earliest opportunity.
