I CARE DRUG ABUSE PROGRAM
      WORKS IN E. BATON ROUGE
      Editors Note: The following report by Judge Tony Graphia
 chronicles the history of the highly successful I Care pro-
 gram in the F Baton Rouge public schools.
     In the fall of 1980, persons interested in the problem of
substance abuse in the public schools of East Baton Rouge
Parish sought to use the Public School System as a nucleus
around which to build a program of drug prevention educa-
tion.
    The East Baton Parish School Board created the Alcohol
and Drug Abuse Prevention Program Advisory Council.
Business, labor, civic, religious, educational, professiona,
and governmental organizations are represented on the coun-
cil, joined by parents and teenagers who were formally ad-
dicted to drugs and/or alcohol. Judge Graphia was elected to
serve as chairman.
    The council formed committees designating particular areas
of responsibility to each, and adopted the theory that the
substance abuse problem must be attacked from many direc-
tions.
    In the spring of 1981, a Community Wide Support Com
mittee was assigned to make the community aware of the pro-
blem and convince the community to support the effort.
    The School Board agreed to partially fund the program;
the council agreed to seek the balance of the funds necessary
from the community,
    Judge Graphia appointed District Attorney Ossie Brown
chairman of the Community Wide Support Committee. The last
week in April of each year was designated I Care Week'.
The committee arranged an extensive promotion of ,I Care
Week using bumper stickers, billboards, radio, television
newspaper advertisements, proclamations from the Governor,
the mayors of Baton Rouge, Zachary, and Baker, and
speakers before community organizations, Forty thousand
brochures were mailed to the parents of publuc school
children.
    On the last day of I Care Week, a telethon produced
$175,000 from the community.
    The School Board appropriated $200,000 for a total of
$375,000 for the 1981-82 budget.
    The School Board accepted a council recommendation to
hire ten drug advisors to work in the middle and high schools
and six persons as support staff.
    The council duplicated efforts in 1982, The last week in
Aprill 1982 was designated I Care 82 Week. On Sunday,
May 2, 1982, the council in a six-hour telethon on the oca
