handle is hein.journals/lajnews3 and id is 1 raw text is: LOLO14u tU bici aI VNeD UIetter V0L.3 N0.1 iN GOD WE TRUST JAN.IFEB.. 1979 ORLEANS CRiMINAL COURT LEADS SURVEY GROUP Orleans Criminal District Court leads in affording a speedy trial to defendants, according to the final report of the Pretrial Delay Project, in its comparison of the relationship of speedy-trial standards (time limits, modeled after the American Bar Association Standards, designating the number of days permitted to elapse in a felony case from arrest to commence- ment of a trial) to total court disposition time and to time from arrest to jury trial. The 105 page document examines trial court delay in 21 major cities and is the result of a collaboration of three organiza- tions working on improvement in the state judiciaries; The National Center for State Courts; The National Conference of Metropolitan Courts; and the court division of the Law Enforce- ment Assistance Administration (LEAA). The report points out that while Louisiana's speedy-trial standards in criminal cases are uniquely generous (two years from arrest for non-capital cases, three years for capital cases), this appears to be balanced by the attitude of the judges of the Orleans Criminal District Court who are alert to the problems of backlog and delay; and by the District Attorney's Office which has a policy encouraging disposition within 60 days of filing. Summers was sworn in as Chief Justice of the Louisiana Supreme Court by his son, Preston Miller Summers, on New Year's Day, 1979, in his hometown of Abbeville, Louisiana. Mrs. Summers held the family bible for her husband during the private ceremony which took place in their son's law office at 102 Charity Street, where Summers opened his own law practice 40 years ago. As a notary, Preston Summers is empowered, under Louisiana Law, to administer the oath of office. Summers succeeds Chief Justice Joe W. Sanders who retired on December 31, 1978. Sanders served on the Supreme Court since 1960 and as Chief Justice since March, 1973. Chief Justice Summers has served as Associate Justice of the Court since December 12, 1960, having been elected from the Supreme Court District comprised of Ascension, Assumption, Iberia, Lafourche, St. Charles, St. James, St. John the Baptist, St. Martin, St. Mary, Terrebonne, and Vermilion Parishes.
