There are a number of aspects - angles - to that openness. Paradoxically, one of them is secrecy. In the context of representative and participatory democracy, the debate over and consideration of the Protection of State Information Bill (often termed the Secrecy Bill or Act) up to its passage as an Act provided a true test for the post-apartheid South African democracy.'
