Midyear Meeting Update The ABA at its February 1986 Midyear Meeting voted to oppose a proposal, supported by Chief Justice Burger, for an Intercircuit Tribunal to hear and decide cases referred to it by the U.S. Supreme Court. The ABA also urged a moratorium on privatization of prisons and jails; opposed the American Medical As- sociation's plan to limit medical liability; supported the creation of a chief administrative judge within the federal judiciary to be filled by a district or circuit court judge who would administer the federal judicial system as the Chief Justice may assign; approved an Appellate Judges Conference amendment to the Standards Relating to Appellate Courts setting forth the role of staff attorneys in appellate courts; and adopted standards for imposing lawyer sanctions. All in all, the ABA took positions on 55 various issues. In the criminal justice area, the ABA House of Delegates voted to support a requirement that prose- cutors obtain judicial approval before issuing sub- poenas to lawyers to testify concerning their clients before grand juries or other tribunals. (Bar associa- tions in Massachusetts, New York, New Hampshire and New Jersey have supported similar proposals.) The ABA also went on record urging legislation to combat the growing problem of money laundering- but opposing those bills that do not contain a require- ment that the offense be intentionally committed. National Judicial College Seeks Associate Dean The National Judicial College, a nonprofit educa- tional institution, seeks an associate dean with ex- perience in the practice of law, in legal and continuing professional education, and who has strong interper- sonal, organizational and administrative skills. The associate dean reports to the dean of the College and assists the dean in supervising a staff of 35, and in presenting both residential courses and regional pro- grams. The salary is negotiable within the range of $60,000 to $70,000 and includes excellent fringe benefits, including Thrift Plan, tax-sheltered annuity and pension plans, and health and life insurance. The National Judicial College's continuing judicial educa- tion programs train state trial judges and justices, and federal and state administrative law judges. JAD Midyear Update The Judicial Administration Division, in the first half of the 1985-86 year, went on record urging the Presi- dent of the United States to complete the appointment process for the State Justice Institute board by for- warding his nominations to the Senate for confirma- tion and calling for adequate funding for the Institute. (Appropriation bills for the SJI were passed by Con- gress and signed into law by the President, but funding has been held up pending the President's appoint- ments to the board.) In other areas, the JAD is continuing its opposition to Pulliam v. A lien and seeking legislative remedies to exclude state and federal judges when acting in their official capacities from liability under the Civil Rights Attorneys' Fees Award Act. The JAD is also actively working to secure state adoption of the recently passed Juror Use and Management Standards. The JAD has produced a number of continuing education programs for judges and lawyers this year. Seminars have been held for appellate, traffic court, administrative and general jurisdiction judges. Up- coming programs include courses for staff attorneys and court personnel as well as continuing the regular series of programs. Private Prison Declares Bankruptcy A Medium Security Prison in Cowansville, Pennsyl- vania, called the 268 Center, has declared bankruptcy under Chapter 11. The prison, which can accom- modate 55 men, was placed under state jurisdiction, as well as one other private facility. This action follows by barely a month an ABA-
