Introduction: wind power to the people The Government of the Republic of South Africa has a monumental task ahead of it if it is to launch viable renewable energy programmes. Due to a forecasted increase in residential and commercial demand, it is widely held that South Africa will face large electricity shortages in the near future, as it did in 2006 and 2008.1 Wind energy in particular, is being touted as a solution to South Africa's energy crisis.2 Proponents point out that South Africa is a very desirable location for this technology, both because of its high Philip Martin Duguay (B.C.L.-LL.B.
