                             I. Introduction

After seven successful years, Simon Bulmer and Andrew  Scott have stepped
down  as editors of the Journal of Common Market Studies (JCMS). In reflecting
on their tenure, we can safely avoid homilies and state, simply, that they have
done  a remarkable job. Our admiration for the quality of their stewardship is
unqualified. Our gratitude for the efforts they have made to assist us in taking up
the reins is heartfelt.
   Simon  and Drew  have unambiguously  established the JCMS as the leading
journal in the field. They have increased the circulation and readership in an
increasingly competitive market, and stimulated the publication of many impor-
tant articles on European integration. Financially and administratively, they
leave the Journal in excellent shape. We will be hard pressed to match their
achievements.
   Our task is to build on their success, and thus we shall be introducing a number
of innovations. We propose, in particular, to focus more exclusively on European
integration. In the past, the Journal has published articles on other regional
groupings, but the time has come to recognize that readers and authors alike now
expect to see 'Europe' feature in every article (see below).
