handle is hein.journals/jcmks18 and id is 1 raw text is: EDITORIAL NOTE THE past three years have seen a number of changes in the management and direction of the Journal of Common Market Studies. Uwe Kitzinger, who had shaped and edited the Journal from its foundation, had temporarily relinquished the editorship during his secondment to the European Commission, in 1973-5. On his appointment as Dean of the European Business School (INSEAD) at Fontainebleau in 1977 the pressure of other commitments made it necessary for him to step down perma- nently. To ensure continuity, the academic responsibility for the Journal has now passed to the University Association for Contemporary European Studies (UACES), which will in future share with Blackwell's the appointment of the editor and editorial board for successive three-year terms of office. At the end of 1978 Miguel Wionczek, who has for many years acted as Latin American editor, thus providing the basis for the Journal's expansion beyond Europe to cover integration schemes through- out the international system, also announced his resignation. These two have watched over the Journal from its infancy; its current secure foundation is above all due to their efforts. I have acted as editor during this period of transition, as someone who had previously worked with Uwe Kitzinger on the Journal and who also had close links with UACES. Since this will be the third volume for which I have been responsible, I will be stepping down during the coming year, and the officers of UACES have now appointed Loukas Tsoukalis, of St. Catherine's College, Oxford, as my successor. We will also be taking the opportunity to re-form the editorial board, taking into account the spread of regional and disciplinary interests which the Journal represents. Our policy for many years has been to publish articles on experiments in integration in all parts of the world, not only from the perspective of political science but also from the distinct analytic approaches of economics, law and history. In terms of regional balance our aim has been to devote some fifty per cent of our space to Western Europe, the region in which both deliberate integration and less deliberately controlled political and economic interdependence are most highly developed, and fifty per cent to other regions of the world, including Eastern I
