handle is hein.journals/jcmks16 and id is 1 raw text is: ECONOMIC INTEGRATION AND EAST-WEST TRADE: CONFLICT OF INTERESTS OR COMEDY OF ERRORS?* By JOHN PINDER Political and Economic Planning, London IRONICALLY enough, the high period for East-West negotiations, leading up to Helsinki and followed by Belgrade, has been a low period for trade negotiations between East and West in Europe. Economic integration within the two groups has not stood in the way of their negotiations with countries outside either group. The East Europeans' trading arrangements with other countries have hardly been affected by Comecon; and although trade with third countries has been much affected by the Community's common commercial and agricultural policies, this has led to more negotiating about trade with most of its partners, rather than less. Only as between the two European groups has the process of integration on each side been treated as an obstacle to trade negotiations. The aim of this paper is to investigate the reasons for this and to suggest what might be done about it.
