Our purpose is to inform you about what the Section is doing throughout the year. Upcom- ing issues will cover the vital concerns of our profession, our Section, the Patent and Trade- mark Office, and the Copy- right Office. This issue in particular covers our annual meeting in New Orleans, and what action we took there on the resolutions presented by the committees. For your information and convenience, we're in- cluding in this issue a list of the 1981-82 Committee Chairmen and their addresses. As you read what the Sec- tion committees are doing, feel free to contact the Chairmen (with a copy to the Division Chairman) on any point you wish them to consider. Two new committees have been created: No. 511- Judiciary-which will screen and make recommenda- tions to the ABA Standing Committee on the Federal Judiciary respecting the qualification of persons for appointment as judges of U.S. courts; and No. 610-Government Relations-which will assist the Sec- tion Chairman in communicating Section positions to legislative and administrative bodies. The Patent and Trademark Office needs an increase in its budget for fiscal years 1983, 1984 and beyond if it ex- pects to decrease its backlog of pending applications and overcome its problems. Secretary of Commerce Malcolm Baldridge and his staff are aware of the problems. Unfor- tunately, the PTO did not get the necessary increase in its budget which it desperately needed. When increased PTO fees are paid beginning in FY 1983, we must be alert to see that the PTO is the beneficiary of the increase and applies the increase to upgrade and modernize PTO operations. We do not want Congress to reduce its general revenue PTO budget, leav- ing PTO users paying increased fees while the quality of the service decreases or remains at the present unsatisfac- tory levels. Accordingly, I have appointed Don Banner, chairman of a Special Committee on Overview of the PTO Budget to follow the budgetary process and keep the Section advised of developments. We plan to work close- ly with the Congress and the Administration toward the goal of an up-to-date, efficient, and viable PTO. Our Section Delegate to the ABA House of Delegates, William E. Schuyler, Jr., has been selected to head the U.S. delegation to the forthcoming second session of the Diplomatic Conference on the Revision of the Paris Con- vention being held in Nairobi, Kenya, from September 28 to October 24, 1981. Other members of our Section ap- pointed to the U.S. delegation are George R. Clark, Larry W. Evans, William L. Keefauver, Robert C. Kline, Thomas E. Smith, Michael K. Kirk, Beverly W. Pat- tishall, Richard C. Whitte and your Section Chairman. The next issue of the Newsletter will contain a report on what happened at the Conference. I invite you to take a greater interest in your Section and to become more active in our activities. It's not too early to start planning to attend next year's annual meeting in San Francisco on August 6-11, 1982. Our Section will be at the Hyatt Regency Hotel at the Embarcadero. Watch for the business and social programs being planned for that meeting in subsequent Newsletter issues-but mark August 6-11 on your calendar now. Joseph A.
