Editorial


Continuity and change are equally evident in this transitional issue of
International Social Work. The journal continues under the official
sponsorship of the International Association of Schools of Social Work
(IASSW),  the International Council on Social Welfare (ICSW) and the
International Federation of Social Workers (IFSW). The purpose of
these worldwide organizations is to extend knowledge and enhance com-
munication across countries and continents in the fields of social policy,
social development and social services. Within this context the journal
emphasizes  current trends, comparative analysis and cross-national
research covering the delivery of services, the roles of social workers and
the programmes  of education for the social work profession.
  At the same time the current issue marks the culmination of a process
of planned change for International Social Work. This change results
from  a study of the journal's operations and a decision by the spon-
soring organizations to reorganize the editorial structure and to engage
Sage Publications to handle marketing and publishing responsibilities.
Editorial policy continues to rest with IASSW, ICSW and IFSW and has
been  delegated to an  Editorial Policy Committee   comprised of
representatives appointed by the three organizations. This committee
has in turn selected an Editorial Board with membership from around
the world which is responsible for the content of the journal including
the review of manuscripts submitted for publication. As the new Editor-
in-Chief designated by the sponsoring organizations, I will chair the
policy-making committee  and  co-ordinate the work of the board.
Together we will strive to make International Social Work a publication
of high quality and a principal source of the latest knowledge around the
globe in social work, social development and social welfare.
  Change  is reflected in the format and features of the journal. A
new cover design and size contribute to an enhanced appearance, but
of more significance is an expanded coverage of recent research and
current literature, with a scope extending beyond any one nation.
Articles reporting on cross-national studies and programme innov-
ations with  trans-national implications will be given particular
attention along with comparative  analyses of policy, practice and
education. The Book  Review section is being enlarged to encompass
an increased number  of newly published books in the international
