At first flush the papers by Segal and Jaffe may have scant pertinence to international social welfare, but closer in- spection certainly will reveal their cross- national meaning. Segal's keen analysis of direct service practice is likely to be help- ful in any national context where direct ser- vice practice is used and therefore can con- tribute to the improvement of such practices. Jaffe, while using data from both Israel and the U.S. without actually comparing the two countries, addresses a problem that the social work profession needs to face in any country where industrialization and urbaniza- tion have produced organizational structures similar to the ones he describes. By contrast Ragab deals directly with social welfare policy issues in Egypt, thus helping us to increase our understanding of welfare pro- grams and practices of that country in con- text. His article also makes us sensitive to the problems of introducing foreign models and patterns, a matter to which more atten- tion should be given in international social welfare. Closely related, yet operating on a broader canvas is the paper by Elizabeth Brooks who examines people's participation in social development in the Gaspe area of Canada and in Zambia, Africa. Rather than presenting a bland picture, she informs the reader about the problems and pitfalls which tend to be encountered not only be- cause of divergent theoretical orientations but also because of the inevitable idiosyn- crasies of practice. Street Dwellers in Rio is a fine addi- tion to our understanding of family life among the poor in Rio by spelling out the link between habitat and family structure. While this piece does not specify implica- tions for program and policies, it is never- theless of considerable use to the social work practitioner because it gives us a base of understanding essential for provision of services. Delgado's piece on Folk Medicine in Puerto Rico is a welcome contribution to the sophistication of practitioners who may be ignorant of or tend to overlook a culture whose different lifestyles need to be taken into account in understanding social func- tioning.
