In Memoriam

Sir Marrack Goulding, 2 September 1936 to 9 July 2010

A UK diplomat with expertise on the Middle East, Sir Marrack ('Mig') became
UN under-secretary-general for political affairs in 1986. He took charge of peace-
keeping in 1992, overseeing its early post-Cold War successes, and then contrib-
uted to the establishment of the Department of Peace-Keeping Operations.
Subsequently he became Warden of St Antony's College, Oxford, where he
fostered academic study of the UN and peacekeeping. A clear thinker with a
policy perspective, his understanding of the strengths and limitations of peace-
keeping was amply demonstrated in Peacemonger (2003). Knighted in 1997, he
was also delighted to accept an honorary doctorate, in the city where he was
born, at the University of Plymouth, which had set up peacekeeping courses.
He was articulate about, and deeply committed to, the United Nations as the
only world organization capable of reducing conflict.

Anthony McDermott, 11 June 1942 to 15 August 2010

A leading UK expert on the Middle East, Anthony was the author of books on
Egypt, on the Kurds and on the Multinational Force in Beirut. He had experience
as a successful journalist with The Guardian and the Financial Times, before
joining the Peace Research Institute Olso, in 1997, where he developed an exper-
tise in conflict mitigation with a particular specialism in the funding of UN peace-
keeping. He published The New Politics of Financing the UN (1999) and
contributed an article on this topic to International Peacekeeping. He joined
the Foreign and Commonwealth Office as a researcher in 2000 and was a
regular participant in its seminars and at the British International Studies Associ-
ation conferences. Self-effacing, with a quietly wicked sense of humour, his good
company and astute mind will be much missed at gatherings of peacekeeping
scholars.
