In the Paris Convention, and through the framing of international codes of con- duct, the differing approaches to these issues by the industrialized and developing nations are being de- bated. Important changes have occurred in the gov- ernmental policies of the Soviet Union, China and Mexico toward licensing and intellectual property rights. Significant developments have taken place in techniques for resolving disputes in agreements with Eastern Bloc countries and Japan. There have been important shifts in the antitrust policies of the United States and the European economic community con- cerning licensing. New problems and techniques have been encountered by the music, publishing and film industries in licensing copyrights abroad. These and related topics will be the subject of a two- day ABA National Institute to be held at The Hyatt Regency Hotel, Washington, D.C., on Thursday and Friday, April 5 and 6, 1979. Your Help Needed On December 6, 1978 at the White House Obser- vance of Human Rights Day, President Carter urged the U.S. Senate to support ratification of the Geno- cide Convention. He thus followed the recommenda- tions of every President since Harry Truman. The American Bar Association has recorded its endorse- ment upon the recommendation of this Section but apathy may further delay action in the new Senate session. Every Section member is urged to write now to both his senators urging that the treaty be promptly brought onto the floor for a vote. It is essential that Senators know their constituents seek Senate action. Your letters would help attain the Association's objec- tive of ratification.
