California, faced a long agenda. It included six items for possible action by the ABA House of Delegates, twelve items for decision by the Council alone, and nineteen committee reports concerning on-going projects. The Council elected Alwyn V. Freeman of Beverly Hills, California as the new editor- in-chief of The International Lawyer for a two-year term. Freeman was chosen on the recommendation of a special James T. Haight search committee from among a dozen serious candidates for the challenging but unpaid task. Freeman's 35-year career in international law spans responsibilities in government, teaching, prolific writing, and the private practice of law. We're convinced we have a very worthy successor to Eberhard P. Deutsch, to whom high tribute was paid at the December meeting. The impact of inflation was evident in all Council discussions. Law student annual fees were reluctantly increased from $3 to $5, effective July 1, 1975. This will take place concurrently with the regular member fee hike from $10 to $12.50, adopted by the Section last August. The Council determined to examine Section income and expenses on a continuing basis, particularly while the publications program continues to expand agressively. Two books will be published in the next few months: Business Transactions with the U.S.S.R. and The Multinational Corporation Checklist. The Council also approved publication of articles originating in the Section's recent institute on Current Legal Aspects of Doing Business in Black Africa. Because Mid-East oil dollars are pouring into this nation with deep implications, a National Institute on Foreign Investment in the U.S. has been tentatively scheduled for Chicago on October 2 and 3, 1975, under Section planning. Haight Chairman INTERNATIONAL LEGAL EXCHANGE PROGRAM The ABA's International Legal Exchange Program (ILEP) is moving rapidly ahead with notable accom- plishment. In conjunction with colleagues in New York City, a lour week program was arranged for twelve Israeli lawyers, housed with families of lawyers in New York City and Washington, and with a pro- fessional program which included a seminar at the New York Stock Exchange on American investments in Israel, jury selection in a U.S. District Court, a visit to the U.S. Supreme Court. the office of the Attorney General and visits to the oflices of several U.S. Con- gressmen. In early November, ILEP hosted six high-ranking Portuguese judges, the first to come to the United States since the new government came to power. And in the spring of 1975 the first organized ABA exchange group of three of our distinguished colleagues, Chesterfield Smith (outgoing President. ABA), Lawrence Walsh (President-Elect, ABA), and the Honorable Shirley Hufstedler (U.S. Court ef Appeals in Los Angeles) will visit the Soviet Un;on. A return visit by three distinguished Soviet practitioners, including the President of the Association of Soviet Lawyers (the Chief Justice) will also take place in 1975. ILEP has also become the recipient of income from the ABA's Henry Morris Trust to be used to assist (Continued on page 2)
