Meeting returns to Washington,
D.C. this year on April 24-28,
1991 at the Capital Hilton Hotel. The
Spring Meeting will offer a broad range
of programs for the practitioner,
scholar, and student. Among the high-
lights will be four showcase programs:

Leading international experts will par-
ticipate in the meeting, including Rob-

The traditional National Press Club Din-
ner will feature a timely roundtable dis-
cussion on arms control in the post-cold
war era, featuring Ambassador R. James
Woolsey, U.S. Representative to the
Negotiations on Conventional Armed
Forces in Europe, Thomas R. Graham,
Jr., General Counsel of the U.S. Arms
Control and Disarmament Agency, and
other foreign policy experts.

Beginning with the opening reception at
the new Canadian Embassy, registrants
will have over 25 events from which to

U.S.-MEXICO TRADE TALKS: A PREVIEW

P resident Bush and Mexico's President Salinas announced on June 11, 1990,
that they had agreed in principle to the concept of a U.S.-Mexico free trade
agreement (FTA). Since that datt, preliminary work has been underway to
establish the groundwork for formal negotiations. On September 25, 1990, President
Bush officially notified the House Ways and Means and the Senate Finance
Committees of his intent to begin negotiation ofa FTA with Mexico. At the same time,
constituencies on both sides of the border, as well as in Canada, have begun to focus
on the idea of a FTA, identify its potential benefits and costs, and voice opinions. This
early activity has been concentrated in a number of important areas: (1) the scope of
FTA negotiations (issues to be included); (2) the process, including the status of
legislative fast track; and (3) the role of Canada in the talks, including the prospect
of trilateral negotiations. While there have been no firm decisions on these matters,
there are identifiable areas of both consensus and controversy.
