William Verity, the newly-appointed Secretary of Commerce, will keynote the Luncheon at the Section's Annual Spring Meeting in Washington, D.C. Secretary Verity is a former chairman of ARMCO, Inc., past chair- man of the President's Task Force on Private Sector Ini- tiatives, and past chairman of the U.S.-U.S.S.R. Trade and Economic Council. At the time he was confirmed as Secretary of Commerce sweeping controversial trade legislation was pending in the Congress, there were signs of rekindled trade relations between the United States and the Soviet Union, Canada and the United States had just negotiated a Free Trade Agreement, the Export Administration at the Commerce Department had just been reorganized, and the United States was adjusting to the recent stock market crash, a falling dollar and record trade deficits. Participants at the Spring Meet- ing will have an opportunity to hear first-hand how the government will address these and other issues in the last year of the Reagan Administration. National Press Club Dinner Another highlight of the Spring Meeting will be a National Press Club dinner which will include a televi- sion broadcast program. The program will be a one-hour conversation among three prominent guests with exten- sive government and private sector experience. The Meeting included edu- cational programs and attention to Council action. Under the leadership of Dando Cellini and George J. Fowler III, Co-Chairmen of the Meeting, an educational program was presented on International Transactions: A Hypothetical Case. This highly entertaining and illu- minating program addressed an international sale trans- action initiated with great hopes and ending in disaster. Robert Davidson discussed letters of credit and other financial considerations. Joseph P. Griffin reviewed export laws and the new U.N. Convention on the International Sale of Goods. Diane P. Wood focused on antitrust and antiboycott considerations. Michael Marks Cohen dis- cussed the selection of foreign counsel as the hypothet- ical transaction began to disintegrate. Bruno A. Ristau then focused on the issues of jurisdiction, service of process and discovery from the U.S. perspective. Pierre Raoul-Duval considered the same issues from the for- eign country view. The program was well attended by both Section members and lawyers from the New Orleans area. While the Section was meeting, the Comit6 Maritime International, a world-wide organization of lawyers and scholars concerned with maritime issues, likewise con- vened in New Orleans. The Section was honored to have the CMI President, Professor Dr. Francesco Berlingieri, address our luncheon. The Council continued its consideration of important issues. The Act of State Committee reported on its anal- ysis of the Act of State Doctrine. There were many con- flicting views on the Doctrine and the Council concluded that a roundtable discussion should be held on the sub- ject at the Spring Meeting in Washington, D.C. The Council approved, with some modification, the ILC Draft Convention on Foreign State Immunity, and supported ratification of the recently concluded Ozone Treaty.
