TVA's Watts Bar 1 was completed only after 24 years of construction, inspections, suspension of construction on its twin unit, retrofits, and re-inspections by the Nuclear Regulatory Commission (NRC), topped off by extensive licensing proceedings that began in 1985. While certainly one of the most vivid examples of the problems that M. Stanford plagued the construction of nuclear power plants in this Blanton country in the late 1970s and 1980s, Watts Bar 1 was by no means unique. Construction delays, cost overruns, political opposition, and protracted licensing proceedings were not uncommon during the period that began with the Three Mile Island (TMI) accident in 1977 and concluded with the issuance of the operating license for Watts Bar 1 in 1996.
