Betkoski III (Connecticut), the immediate past chairman of the NARUC water committee, to gain their insights on water supply, quality, security and regulation. Randell: Could you explain to our readers what NARUC is? Butler: NARUC is the National Association of Regulatory Utility Commis- sioners and it includes approximately 235 utility commissioners in the 50 states, in the District of Columbia, in Puerto Rico, in the U.S. Virgin Islands and in about 25 associate membership countries around the world, plus probably a couple of thousand staff in each of those places who are also members. We work through the stand- ing committees that track the various disciplines we regulate - electricity, natural gas, water, telecommunications. We talk about best practices. We talk in our committees about vari- ous issues that are relevant to those sectors. Randell: When you speak of best practices, are we talking in terms of health, safety, security or are we talking strictly economic regulation? Butler: We are categorized - I think somewhat simplistically - as eco- nomic regulators. And I always react negatively to that because especially if we're talking about water, there's so much more to regu- lation of water than pure economics.
