Jones As we move forward toward 1987, the world in which our Section operates is far different from the world of only ten years ago. In those days, we had the fully integrated AT&T telecommunications system, regulation of all parts of the transportation industry, a shortage of natural gas and, on the electric side, the hope that the many planned nuclear plants would resolve the problem of increasing electricity costs. The key to all of this was a regulatory framework affected by heavy vestiges of past history and past circumstances. During these more recent years, regulation has adapted to the economics and circumstances of the public service industries and, in a number of cases, regulation has disappeared as a competitive market has taken over. Our Section will continue to deal with current legal developments affecting the communications, energy, transportation and water industries. This will involve recognizing the changes in or the elimination of regulation as well as the new technologies that drive the basic services and economics of these industries. Our Section has aimed to help you, the practitioner, to stay on top of new developments and, as may be appropriate, help to influence them. All members receive copies of the annual report of the Standing Committee and of the proceedings at the ABA Annual Meeting. In addition, the current semiannual committee reports available to the membership provide extraordinary reviews of current activity We plan to have several high-quality programs during the coming year on topics of current interest. And finally, we plan to work to a greater extent with the Young Lawyer and the Law Student Divisions of the American Bar Association. The success of our Section during the past several years has been the result of able contributions from many lawyers. I would like to express appreciation to those who have guided us so well through the past year. Jim DeBois, our past Chairman, had a superb year leading the Section forward. His hard work and gracious personality have set a standard that I and my successors must strive to meet. Harold Russell continues to provide us with outstanding representation in the House of Delegates. His judgment and his advocacy have been of great importance not only to our Section but, I very much believe, tt the entire American gar Association. We are very pleased that Harold will continue to serve as our Delegate during the coming year. A high point of the past year has been the superb programs that have been arranged by Gordon Gooch, Chairman of the Program Committee, and John Quarles, as Chairman of the Publications Committee, ably provided us with outstanding materials. Acknowledgment should also be given to former Chairman Herb Cohn for his comprehensive overview of public utility law contained in the Section's annual report, and to Bruce Radford, who once again did a superb job editing the Section's Quarterly Newsletter. And finally, as the people that hold all of us together, I extend our appreciation to Gerry Murray, as Secretary, Tom Hester, as Chairman of the Meetings Committee, and Ford Hall, as Budget Officer. I am happy to say that these three will be continuing in these positions during the coming year. I look forward to working with Alan Reed, our Chairman-Elect, who has served so well in many important jobs in this Section. I also look forward to working with Sam Winters, Nick Reynolds, and John Quarles, who will serve respectively as the Chairmen of our Program, Standing and Publications Committees. Ronald D.
