The Chairman's Statement Incoming Chairmen of the Section have often stated their belief that the year ahead is, one in which profound changes in the regulatory, economic, and governmental envi- ronment can be expected to present both challenges and opportunities to the members of the Public Utility Bar. As this is written, such a prediction seems infallible and it seems certain that the year ahead will demonstrate once again that the past is prologue. Consequently, the responsibilities of the public utility lawyer to his clients will continue to increase. Additionally, this increased responsibility occurs at a time when there are also changes of great importance affecting our profession and its role in our society. We have all observed them coming and they have in many cases arrived, while other ma- jor changes seem imminent. The public's perception of our profession has been stim- ulated by an increasing awareness of the role of the lawyer in American society. Un- fortunately, not all of this attention has been favorable to our profession's image and it has required lawyers, individually and collectively through their associations, to reexamine our responsibilities to the public, our clients, and to ourselves. We will meet this challenge only as we regularly review and redefine our professional stan- dards and continue to strive to meet and surpass the highest of them. In my view, no single group of lawyers has surpassed the quality of professional ex- cellence exemplified by the public utility lawyer. Maintaining that tradition and en- hancing it is certainly one of the fundamental reasons why we have worked together within the Section of Public Utility Law of the American Bar Association. My hope and ambition, however immodest, are to follow in the footsteps of the distinguished Chairman who has preceded me in leading this Section so as to facilitate and support each member's efforts to improve his or her professional competence and be better able to serve our clients and the nation. I know that I write for all members of the Council and others in leadership positions within the Section when I assure you that we stand ready to work with the members of the Section to sustain and augment that which has been accomplished and to address the developments of interest to all of us in the year ahead. On behalf of the Section, it is my privilege to express our members' appreciation to John P. Vukasin for his service to all of us as Chairman during the last year. He led us with a firm hand a clear vision. Alan L. Reed performed in an outstanding manner as chairman of our Standing Committee to Study and Report on Recent De- velopments in Public Utility Law. Robert V. R. Dalen- berg and Herbert A. Waterman conceived and organized programs of outstanding quality. Jerrold Seymann, as Budget Director, once again managed the fiscal affairs of the Section superbly. Frederick A. Lavey served as our Secretary and efficiently supervised Section publica- tions. Gerald E. Murray proved to be an excellent chairman of Meetings and Francis X. Welch continued to inform all of us with respect to significant legal de- velopments as editor of the Section's Newsletter. Our National Institutes and Workshops once again met with William J. Curtin great success, and we are all indebted to Co-Chairmen Chairman, 1982-83 Ronald D. Jones and FrankA. Saponaro. F. Mark
