Last November, the people spoke, and the new administration has unequivocally dedicated itself to change in the attitude of gov- ernment toward the productive sectors of our society, in the aims and thrust of reg- ulatory agencies, and in the operations and procedures of those responsible for de- cision making in public boards and commissions. For public utility lawyers, changes of this nature translate into opportunity. The depth and breadth of the proposed governmental changes may very well provide us with an unprecedented opportunity to accomplish constructive change of lasting value. Our responsibility to our clients, our profession, and our nation mandates that we help guide and direct these changes to the end that they inure to the best, long-term interests of all the people of our country. To this goal let us of the Public Utility Law Section dedicate ourselves in the com- ing year. Looking back to this last year, I wish to express appreciation on behalf of all of the members of our Section to our 1980-81 Chairman, William J. McDonald. His firm leadership, attention to detail, and concern for the wellbeing of the Section earned our admiration and respect. The gracious manner in which he conducted the meet- ings of the Section was masterful. Bill, it was a pleasure having had the opportunity to work with you. Evans B. Brasfield rendered great service as chairman of our Standing Committee to Study and Report on Recent Developments in Public Utility Law. His 1981 Annual Report was outstanding. Additionally, we are all, indeed , indebted to Robert Helman for the fine programs which he arranged for our various meetings during the year. Fred A. Lavey smoothly handled the responsibilities of Secretary and supervised our publications. Our Budget Director, Jerrold Sey- mann, supervised our finances in his usual fine manner, and Francis X. Welch kept us apprised of all of the latest developments in law in his capacity as editor of the Newsletter. Our national institutes and workshops were singularly successful last year, and to this we owe a vote of thanks to Co-chairmen Ron Jones and Frank Saponaro. For the coming year, I am, indeed, grateful that the Section saw fit to select William J. Curtin as Chair- man-Elect. I have a high regard for Bill and look forward to working with him. Alan L. Reed has graciously consented to take on the responsibilities of the Standing Committee in prepa- ration of the Annual Report, and I am deeply apprec- iative of his willingness to take on this important re- sponsibility. Programs for the coming year are under the able direction of Chairman Robert V. R. Dalen- John P. Vukasin, Jr. berg and Vice-Chairman Herman A. Waterman. We Chairman, 1981-82
