I found it a humbling experience both in terms of the erudite remarks of our past Chairmen and in the recognition that the problems of utility law practice remain largely unresolved in nature. Increased public partici- pation produces delay but little public understanding, environmental problems multi- ply, satisfactory evidence of a fair rate of return remain elusive, adequate energy supplies are still in doubt, air extortion follows air hijacking, and railroad financial difficulties grow. To suggest that we will grapple with these subjo, ts is redundant. To predict solutions would be absurd. By way of orientation, it should be noted that our role will continue to lie primarily in the information and education realm. Our Annual Report has historically made a major contribution in this direction. I am confident that our new Standing Com- mittee Chairman, James A. DeBois, will maintain the standards for that report which have existed in the past and will strive to make the report even more informa- tive and more useful to practitioners in this field. Our other major effort towards information and education occurs through the pro- gram at the annual meeting. The annual meeting will be in Washington, D. C., this year, and this provides a unique opportunity for speakers from the Washing- ton area and discussion of major national issues in the utility law field. Our Pro- gram Chairman, David C. Acheson, has already assembled an effective committee to work on this project and, once the uncertainty created by the national election has been resolved, that committee will be active in preparing an outstanding program. Guidance in preparing the Annual Report and the annual meeting program is pro- vided by the interim meetings of the Officers, Council, arid committee chairmen. It is our hope that these meetings will supply additional focus from which the An- nual Report and program should benefit. In addition, the meetings should supply .,an opportunity for the Section to develop avenues for, improvement in the efficiency 413m-:.r and expedition of the regulatory process and a con- '......:,ii : ¢;! '!'i i structiVe position on public participation in that proc- ess. These are current issues of national importance upon which the, expertise of the Section membership. should be focused and concerning which recommenda- tions should be prepared. It is apparent that our new Chairman-Elect, F. -Mark Garlinghouse, will bring tremendous experience to the activities of the group and that the new Council { members and the committee chairmen and vice- chairmen provide a talented and roUnded source of :leadership. With the continued aid of our past Chair - man, Starr Thomas, our secretary, Francis X. Welch, and our Meetings and Finance Chairman, Jerrold Seymann, I am confident that we will have a constructive, :informative, and successful year. Robert H. Young Chairman, -1972-73 - Robert H.
