This Section, under the able leadership of Justin Stanley, took a prominent part in these activities with outstanding programs at New York and London. We are deep- ly indebted to Harold Russell and his Program Committee for putting the programs together. It is an honor to serve as Chairman of this Section for the coming year, although I must confess it is something like taking over the coaching reins of a team that has just topped off an undefeated season with a victory in the Rose Bowl. Fortunately, we suffered no serious losses by graduation, and we can field a team of seasoned veterans sprinkled with several outstanding new prospects to carry on the work of the Section. Justin Stanley remains on the Council to give us the benefit of his ex- perience and sound judgment. Robert H. Young will make a strong Chairman-Elect. George R. Perrine returns as our experienced Section Delegate. Henry P. Sullivan will take over as chairman of the Publications Committee, and Frederick T. Searls will serve as chairman of the Standing Committee. David G. Macdonald, as chair- man of the Program Committee, will be responsible for next year's program at San Francisco. Francis X. Welch, secretary, and Jerrold Seymann, chairman of Meetings, both seasoned veterans, will be around to pull things together when the going gets tough. We shall not want for problems. Problems related to the environment, which were of major concern to the utilities last year, seem to be intensifying. Shortages of electric power and of gas supply are anticipated. Consumer interests continue to be active. Strikes in the transportation industries remain with us, and the Congress has as yet taken no action on the ABA-approved bill drafted by a special committee headed by William J. Curtin, chairman of our Labor Relations Committee. Grow- ing capital requirements for improvement and expansion of service pose many new problems for the regulated industries, and, in rec- ognition of the lively interest in this area, our Sec- tion has established a new Committee on Utility Fi-\A nancing under the chairmanship of former Section Chairman Herbert B. Cohn. Variety will also be added to the many special problems regulated in- dustries are encountering under the President's wage-price freeze and will encounter under what- ever new programs are established to continue the necessary control of inflationary pressures after the middle of November.
