handle is hein.journals/imgratv30 and id is 1 raw text is: Preface This volume is the product of a collaborative program of research and policy review carried out jointly by the Mexican Academy of Human Rights, the Hemispheric Migration Project at Georgetown University and two institutes at York University - the Centre for Research on Latin America and the Caribbean (CERLAC) and the Centre for Refugee Studies (CRS). The cooperative effort led to a first meeting in Mexico City in early 1992 and a larger meeting of researchers and representatives of human rights NGOs at York University in the fall of that same year. Most of the papers in this volume were selected from the larger number of papers presented in draft form and discussed at the second conference. These select papers were subsequently revised, edited and supplemented by a few other papers to fill in gaps for this collection. When possible the authors have sought to update their texts to take into account new developments in 1993 and early 1994. The fast evolution of migration and refugee flows, policies and related human rights issues soon goes beyond the most recent analysis. The objective of the volume, then, is to summarize the broader trends and issues, as an aid to interpreting current and future developments. Many people have contributed to this volume. All papers were sent out to peer review before final revisions. I cannot thank individually all those who assisted, but they know who they are and can be assured of my deep appreciation.
