REPORT OF THE PRESIDENT
The International Association of Law Libraries, started only a
few years ago, has engaged in many activities of immediate significance
and toward its far-off goals. One of the premises of success is that
there is a sufficient international interest in the law of other countries.
Such an international interest was easy to perceive in the period following
the Second World War when the United Nations and UNESCO seemed to flourish
and when European Communities and organizations established themselves with
feverish zeal, and other communities, federations, and alliances prospored.
Now, as this political international growth has slowed and as the world is
once more divided into divisive camps, as large parts of the world refuse
to commit themselves to one or the other of these camps, and as national
supremacies have taken a bite out of international efforts, it is claimed
at times that interest in the law of other countries has taken a certain
setback.
But is it really a setback?  Clearly not! Yearbooks of inter-
national agencies attest to the large amount of international activities
which continue in strength, and efforts at world-wide communications are
apparent more than ever in international trade, assistance to developing
countries, and the consciousness that law is a universal idea which must
pervade our thinking and forces us to take an interest in the law of other
countries -whether such law is good or bad, antiquated or looking toward a
brighter future0  In political moves, countries may assert power and might,
but eventually progress of mankind depends on the force of law. The Inter-
national Association of Law Libraries has, therefore, become affiliated
with the International Association of Legal Science and greets the efforts
of other international legal associations, among which we may mention the
new World Peace Through Law Center, whose Bulletin is available0  (400 Hill

As far as those concerned with foreign law are involved, they do
not see a decrease but an enormous increase in foreign law study and
practice. In actual fact, interest in foreign law is keener than ever and
extends to areas of law which had been hitherto of little or no interest.
But the International Association of Law Libraries' foremost
interest is that there should be good law libraries everywhere - in all
countries of the world and that eventually a world law library or world law
libraries should be established0  The concept of a world law library is that
the law of all countries and all times be made available to all concerned
We have prototypes of such world law libraries in the most advanced law
libraries; yet, at this time, there is no law library which can claim to be
a world law library and to serve primarily these world-wide interests. We
greet all new law libraries, such as the Bodleian Law Library at Oxford,
England, which was opened in October of this year and which is described
elsewhere in this Bulletin. We greet new members of our Association and
watch with interest the growth of law libraries in all parts of the world.
