On behalf of Nicaragua, Professor Abram Chayes '49 seeks a World Court declaration requesting that the CIA's so-called covert action against the Sandinistas cease. The U.S., however, has refused to con- sent to the World Court's jurisdic- tion over this controversy. The Sandinista regime came to power in Nicaragua in July of 1979 after overthrowing the American- backed Somoza government. The current U.S. administration is op- posed to the Sandinista regime, emphasizing the Sandinista's close relations with Cuba and the Soviet Union. In December of 1981, U.S. Pres- ident Reagan issued a presidential finding authorizing U.S. involv- ment in Nicaragua. As a result, contras, CIA backed paramilitary forces, were formed in order to in- tercept alleged arms traffic from Nicaragua to Salvadoran guerillas and to strike Cuban and Soviet supported military installations operating within the Nicaraguan boarders. Nicaragua contends that the ob- ject of U.S. activity is to overthrow the current government of Nica- ragua. Prof. Surrey Dies at 71 By Michael Malamut Stanley Sterling Surrey, Jere- miah Smith, Jr. Professor of Law, Emeritus, died of heart failure on August 27, 1984. Professor Surrey was distinguished as a leading scholar in the field of taxation law. Born October 3,1910 in New York I Stanley S. Surrey City, Surrey received his under- graduate education at City College of New York, from which he was graduated magna cum laude in 1929. Surrey earned his LL.B. from Columbia Law School in 1932. At Columbia he was a Kent Scholar and managing editor of the Colum- bia Law Review. After working briefly with the New York firm of Proskauer, Rose and Paskus, Surrey began his long career in government service in 1933, spending two years as a lawyer for the National Industrial Recovery Association. He then served as a lawyer at the National Labor Re- lations Board until 1937.
