The pacification of Europe and Eastern Asia has begun and famine and epidemics-the enemies following on the heels of war-are taxing the energies of the conquerors. They are not the only spectres which haunt us ; fear, hatred and lust for revenge poison the minds of millions of defeated and victorious alike and constitute the greatest menace to the human race. In the harsh, heroic school of the Resistance, boys and girls have learnt to admire and to practise on a magnificent scale the virtues of courage, endurance and loyalty. Their young brothers and sisters pressing on from childhood to youth will find it hard to submit to law and accept the discipline of peace as their elders gladly accepted those of war. All the causes of crime, hunger, cold, poverty, broken homes, children torn from their mothers in babyhood, insecurity of every kind exist over Europe on a scale beyond our powers of comprehension and added to them are political hatreds and familiarity with violence which embitter and accentuate every other problem. There will be millions of young offenders in Europe. What will Europe do with them? This is where penal reform comes in, not as a minor issue occupying the time of a few cranks, but as a major problem nationally and internationally. The States, if rulers are courageous enough, can raise the standards of justice and humanity even in the worst of times and can recognise that the lawbreaker has a right not to be degraded or demoralized at the hands of the law. The history of criminal law and punishment shows that brutal penalties are impotent in the face of crime, harden the victims, create criminals and degrade the State which inflicts them. It is a great thing that Czecho-Slovakia, facing the terrible problem of dealing with violent and dangerous young Nazi hooligans, yet decided when planning for peace to keep the VOL.
