In 1938 the slight decrease in the figures of juvenile delinquency confirmed the belief of the optimists and historians that just as the Children Act of 1908 was followed by five years of steadily increasing business for the Juvenile Court, so the Children Act of 1933 by advertiz- ing and popularizing the Courts was itself largely responsible for the swollen charge sheets. The sharp increase in recorded delinquency was indeed more likely to be evidence of better Courts than of worse children. It is not possible to believe that the child population can go bad suddenly in one year. Contrariwise if the thirteen year old males were to disappear suddenly from the Criminal Statistics and take rank as a genera- tion of clean, obedient little boys, going regularly to school, regarding gas meters as sacred and eschewing larceny and malicious damage , frankly we should be unimpressed by the wave of righteousness and should set out to find out where the catch lay. We should not hail it as proof that parental discipline had re-established itself overnight nor that AuuNs, 1941
