     PENAL REFORM        AND   PARLIAMENT. The Penal
Reform  Bill, which was foreshadowed  in the King's Speech,
will probably be  introduced at the latter end of February.
It is likely to be the most important measure of the session.
Comment   in the press has been widespread and  sympathetic,
and it is obvious that public opinion is ready for far-reaching
changes.  In  Parliament also feeling appears to be  equally
satisfactory. A memorandum signed by over two hundred
members  has been sent to the Home Secretary. This document
condemns   the  present general  mixed  prisons, with  their
inevitable  uniform, rigid regime for individuals of varying
character. and. mentality. It welcomes the possible establish-
ment  of juvenile observation centres and lays stress on the
need for psychiatric treatment in suitable cases. It suggests
the implementing  of the report on Persistent Offenders, and,
finally, urges. upon the Home Office the need for experiment.
     Although  the scope  and  contents of the Bill are still
unknown,   it is obvious that any  measure introduced  must
deal with  many  of the matters  raised in the Parliamentary
memorandum. The evils of the   mixed  prison are admitted by
all and defended  by none, while  the recent gift of C6,ooo
from  the Goldsmiths' Company   for the establishment of an
