The first Annual Meeting of iemnbers of the combined Society, the Howard League for Penal Reform, was held at Caxton Hall, Westminster, on Friday, June 3rd, 1021, at 7-45 p.m., Miss Eaton, Vice-Chairman of the League, in the Chair. The Hon. Secretary read the Annual Report, as follows ANNUM, RvnoRr. For us the event of the past year has been the Amalgamation of the two societies, the Howard Association and the Penal Reform League, into the Howard League for Penal Reform, an entity which makes its first public appearance to-night. We confidently believe that, like a fresh star formed by the fusion of two old ones, the new hady will prove more powerful than either of its constituents. Lord Henry Bentinck has consented to remain as Chairman of the new Committee, and Mr. Alfred Powell Buxton, J.P., to act as Treasurer. Each Committee has to record a serious loss during the past year. In Mrs. Henry Hobhliouse the cause of the prisoner found an ever eager friend, whilst Mr. Mackenrie was distinguished for his efforts on behalf of Moroccan prisoners. During the past eighteen months (since the last public meeting of The Penal Reform League) some hundred meetings have been held under the auspices of one or other of the societies, a new branch has been started at Manchester, and about 16o new members have joined. We took an active part in the agitation in favour of the Juvenile Courts (Metropolis) Bill, and our societies were quoted hy name by the Lord Chancellor in his speech for the Bill on August 6th. By the passing of this Bill, Children's Courts in London are definitely excluded front the precincts of the Police Court, and the participation of women magistrates is provided for. Our Secretary gave evidence in July last before the Indian Jails Committee; we supported the National Association for Social and Moral Hygiene in their protest against certain clauses of the proposed Criminal Law Amendment Bill (afterwards withrown), and the State Children's Association in their campaign against corporal punishment in the Institutions of the Metropolitan Asylums Board. A number of questions on penal matters have been asked in Parli- ment, either at our request, or upon material supplied by us. Forty-five visits to Prisons, Borstal . Institutions and Certified Schools have been paid on behalf of the League. We wish to express our wann thanks to our members for the steady, and often increased support which they have given us during October, 1021. :3
