CRIMES AND OFFENSES
Offenses Against Public Order and Safety
    Code Section: O.C.G.A. §§ 16-11-113 (new), 16-11-126 (amended),
    16-11-127 (amended), 16-11-127.1 (amended), 16-11-129 (amended and

    Bill Number: HB 89
Georgia Laws: 2008 Ga. Laws 802
    Effective Date: July 1, 2008
Summary: 1B 89 revises many of Georgia's gun laws. Under the new
law, it is no longer a crime for individuals with a valid firearms license
to carry a gun in a public park, on public transportation, or into many
restaurants that serve alcohol. For those without a firearms license, but
are eligible to receive one, the law expands car carry rights and
shortens the timeframes for probate court judges to issue firearms
licenses. The law also addresses many other areas of Georgia's code
related to gun regulation by criminalizing straw purchases, increasing
constable carry rights, and expanding civil tort immunity to
organizations working under the direction of a state agency during a
state of em ergency ............................................................................................ 1

    Effective Date: May 6, 2008
Summary: The bill seeks to toughen Georgia's dogfighting laws, which
are some of the weakest in the United States. The bill mandates harsher
penalties for those knowingly involved in the fighting of dogs, while
also introducing penalties for spectators who are caught attending
    dogfights .................................................................................................... 3 1
