       Lloyd Axworthy
retired as President and Vice-Chancellor of The University of Winnipeg follow-
ing two full terms inJune 2014. From 1996 to 2000 he served as Foreign Minister
of Canada, during which time he established the International Commission
on Intervention and State Sovereignty. Upon leaving public office, he served
as director and CEO of the Liu Institute for Global Issues at the University of
British Columbia. Dr. Axworthy is a member of the Editorial Board of Global
Responsibility to Protect and Patron of the Asia Pacific Centre for the Respon-
sibility to Protect.

       Erica Chenoweth
is a Professor and Associate Dean for Research at the Josef Korbel School of
International Studies at the University of Denver.

       Bridget Conley
is Research Director of the World Peace Foundation and Assistant Research
Professor at The Fletcher School, Tufts University. She is the editor of How
Mass Atrocities End: Studies Guatemala, Burundi, Indonesia, the Sudans,
Bosnia-Herzegovina, and Iraq (Cambridge University Press: 2o16).

        Sara E. Davies
is Associate Professor of International Relations and Australian Research
Council Future Fellow at Griffith University, Australia. She is author of
Disease Diplomacy (Johns Hopkins University Press, 2015) (with Adam
Kamrandt-Scott and Simon Rushton), Global Politics of Health (Cambridge:
Polity Press, 2010) and Legitimising Rejection: International Refugee Law in
South East Asia' (Leiden: Martinus Nijhoff, 2007), and four edited books. She
has published a number of articles in internationally recognised journals such
as International Affairs, Security Dialogue, International Journal of Refugee
Law, International Relations of Asia Pacific and Australian Journal of Interna-
tional Affairs. Sara is the founding co-editor of Global Responsibility to Protect.

        Vickie Frater
is a research officer in the Asia Pacific Centre for the Responsibility to Pro-
tect at the University of Queensland. Her research interests lie broadly in
