EDITORS' NOT E: First Issue with Transnational Publishers
This issue of the Foreign Policy Bulletin is the first to be published with Transnational Publishers. The Bulletin's core mis-
sion remains the same as it was when it was launched in July 1990: to be the leading reference periodical providing prima-
ry source documentation of critical developments in American foreign policy and international affairs.
With the Volume 12/13,. Winter 2002, we bridge the time gap since the publication of the last issue of the Bulletin pub-
lished with Kluwer Law International (volume 11. number 5-6. September-December 2000). In attempting to cover an
entire year-2001-in a single issue., we have chosen to narrow our scope and focus entirely on two topics: the terrorist
attacks of September 11 and their aftermath. and the withdrawal by the United States from the Anti-Ballistic Missile treaty.
With this issue we also make a transition from a bimonthly to a quarterly format. This allows us to increase the depth of
our coverage and to make our features more continuous and thorough. With the exception of this inaugural Transnational
issue. each quarterly issue will focus on the events of the preceding quarter.
