The Thirtieth Annual Meeting of the Federal Grand Jury Association for the Southern
District of New York, held recently in the Warwick Hotel, was unusually successful and
well attended. Members and friends heard a most interesting reort of the Association's prog-
ress from our then President, Bernhard K. Schaefer, and a thought-provoking address on
the subject of narcotic control from the Honorable Paul W. Williams, United States At-
torney.
Mr. Williams pointed up his remarks with an exhibit of various drugs and certain of
the tools of the trade of addicts and peddlers. In this exhibit he was aided by two of his
assistants. Both the exhibit and Mr. Williams' remarks stimulated many favorable comments
from the audience.
Honored guests whom the Association was privileged to entertain, in addition to Mr.
Williams and Mrs. Williams, included judges of the United States District Court for the
Southern District of New York, and their wives, and were as follows:
Judge David N. Edelstein and Mrs. Edelstein
Judge Archie O. Dawson and Mrs. Dawson
Judge John M. Cashin and Mrs. Cashin
Judge Richard H. Levet and Mrs. Levet
Judge Frederick V. P. Bryan and Mrs. Bryan
Arthur H. Christy, Chief Assistant, U. S. Attorney, and Mrs. Christy
Honorable Charles H. Tuttle, honorary counsel to the Association
The annual election to fill expiring terms on the Association's Board of Directors was
held. It resulted in the unanimous election of six candidates recommended by the Nominat-
ing Commitee. The new directors, elected for terms expiring in 1960, are as follows:
* Paul Abbott
John E. Barrett
Mrs. Kathleen K. Caffyn
* George C. Fraser
 D'Arcy Parrott
* Edward J. Ryan
* new members.
Mr. Abbott is associated with Glore, Forgan & Company, investment bankers. Colonel
Fraser is chairman of the trustees of the Texas Pacific Land Trust. Mr. Parrott is vice-
president and director of Forbes Securities Management, Inc. Mr. Ryan is vice-president of
the Fidelity and Casualty Company.
That portion of the President's report relating to the history and functions of the As-
sociation was particularly interesting. On this subject Mr. Schaefer spoke, in part, as fol-
lows:
The Federal Grand Jury Association for the Southern District of New York was
organized in 1927 for the purpose of increasing the efficiency of the Grand Jury system
by assisting Grand Jurors towards a better understanding of their powers and duties; by
impressing upon Grand Jurors the serious responsibility and civic duty attaching to their
service as Grand Jurors; by cooperating with Federal officials in advocating measures for
criminal law enforcement. It was felt then, and how justifiably only we today can appreci-
