We are sure that you will be interested in a recent
report by U.S. Attorney Lumbard to the Attorney General,
covering the activities of his staff in the Southern Dis-
trict of New York. Unfortunately, space does not permit
us to print the report in its entirety and we will,there-

Guest Speaker
Those of you who had the
privilege of hearing Warren
Olney, III, at our Annual
Meeting -- and, for that
matter, those of you,who
didn't--should beinterested
in an article that appeared
in The Saturday Evening
Post of March 15th, which
relates many interesting
facts about M r. Olney 's
career that were not di-
vulged by him in his modest
talk to our Organization,
as head of the Criminal
Division >f the Department
of Justice.
Under the title How to
become aCrime Buster, the
author (Sidney Shallett)
describes Mr. Olney as a
rare combination of a
Gladstone and a Hawkshaw.
Born into a family of
Attorneys, his father was
an Associate Just ice of the
California Supreme Court
and his grandfather, also
an Attorney, was Mayor oL
Oakland.
After graduating from
the University of California
and serving an apprentice-
ship in a County District

of its highlights.
Mr. Lumbard first calls
the Attorney General's at-
tention to the tremendously
increased load that nowex-
ists, with a staff that is
no larger than it was 20
years ago. Said Mr. Lumbard:
Over the past 20 years
there has been nearly a
threefold increase in gov-
ernment litigation of all
kinds, both civil and crim-
inal, in this district. Yet,
there has been no corres-
ponding increase in the
number of lawyers to handle
this business. Today, the
office has exactly the same
number of Assistant United
States Attorneys that it
had 20 years ago.
We have employed to max-
imum advantage the staff
permitted by the budget, by
developing new techniques
and procedures toeliminate
waste,delay andinefficien-
cy. In addition, we have
found new partners to help
carry the load. While much
progress has been made,much
more remains to be done be-
fore the government's legal
business is adequately ser-
viced in this district.
The job, however, will
not be done as it should he
until Congress recognizes
that  it  is  to  the  best  in-
